Jayson Stark of The Athletic reports that MLB teams will only be allowed to carry 13 pitchers at a time in 2020. As he notes, it was assumed that would be the case, but it is significant because of the 26th roster spot being implemented.

For example, the Mets were one team that carried eight relievers in addition to five starters regularly so, in theory, the team could have carried a ninth reliever or 14th pitcher without this rule.

The team, presumably, will still carry eight relievers but will have a restored five-man bench in 2020 at all times.

Stark does add that an exception to this rule has been made for doubleheaders in which teams are allowed to add a 27th man to their roster for that day which can be used in any way they choose.
