That’s exactly right. I once asked John Sickels about that and that’s exactly how its done. No. 29 on the list could easily have been No. 20 and vice versa.

According to Rubin:

‘Baseball America reports #Mets sign third baseman Matt Tuiasosopo.’

‘Matt Tuiasosopo, 25, appeared in 71 games with Seattle from 2008-10, hitting .175 with 5 HRs in 193 ABs.’

‘Tuiasosopo has played plenty of positions at the major league level: 1B, 2B, 3B, SS, LF. He hit .226 at Triple-A Tacoma last season.’

with these big bulk lists, it is mroe about tiers than the small numbers. As in, Mayo may have a top 5, then 10 more guys who are more or less the same, he just randomly ordered them, the next 15 and so on.

I think in a list like this there is most likely not much difference in 28 and 38. You could see this go back and forth on every list. Either way it sure is nice to have at least 2 top 40 prospects.
