		<description><![CDATA[Evaluating High School players has to be done during their after school summer league seasons when the best players are playing with and against each other.  In regular High School games most of these guys get pitched to very very carefully if at all.  Unfortunately most teams pull their scouts away from amateur games to do advanced scouting on future opponents at the ML level or perhaps other teams minor league systems.  Hopefully we will have scouts following all the High School age leagues and summer college leagues and have enough other scouts on the payroll to do advance work on ML opponents.

     Internationally the signing period for 16 year old&#039;s is in July so I&#039;m hopeing we&#039;ll be real active there as well and at 15-16 I don&#039;t know that numbers have much use.  Regardless of college/high school/international it really has to start with tools.  The best approach, perfect technique, makeup, and anything else won&#039;t get you to the majors without the overall ability.  That has to come from scouting.  Harnessing and developing that talent is then the job of the minor league cooridinators and that job is vital.]]></description>

I learned this the opposite way. You use things like BABIP in the majors because the talent gap isn&#039;t as wide and you also get a lot better sample size over time.
